The Scholarship Program Lead is responsible for the overall implementation, leadership and day-to-day management of the Winds of Change (WoC) Scholarship Fund, targeting eligible beneficiaries from Laisamis Constituency.

Building on completed background studies, an approved scholarship strategy and an established governance and administrative framework, the role focuses on rolling out the Scholarship Fund and effective delivery, transparency, student support and demonstrable impact.

This is a full-time employment, fixed-term position for three years.

The role requires close collaboration with several LTWP departments, most notably the LTWP ESG Manager/WoC Director, Site Management, the Community Liaison team, the Finance department, and other relevant departments as necessary.

This is a Nairobi-based role, with frequent travel to the wind farm, Laisamis Constituency and partner institutions for the scholarship program.

DUTIES AND RESPONSIBILITIES

1. Recipient Targeting, Eligibility & Selection

  • Lead scholarship awareness and outreach campaigns through approved communication channels;
  • Coordinate with the Deputy County Commissioner to ensure ward-level committees are established and operational;
  • Train ward-level committee members on roles, responsibilities and selection guidelines;
  • Manage the application process, including distribution and collection of applications;
  • Work with Community Liaison Officers (CLO) to ensure timely submission of nominated beneficiaries from wards to WoC; and,
  • Oversee verification of beneficiaries proposed by ward-level committees, selection of beneficiaries, signing of agreements with beneficiaries and – ultimately – their commencement of their respective studies in line with the needs criteria.

2. Scholarship Awarding & Administration

  • Lead the awarding process, including issuing award letters, publishing approved lists and announcing results through appropriate media;
  • Oversee scholarship disbursements through approved channels, ensuring accuracy and timeliness; and,
  • Maintain complete financial, administrative and beneficiary records in collaboration with LTWP departments.

3. Student Support & Progression

Design and oversee delivery of structured student support services, including:

  • Mentorship and coaching: Recruit, match, and support mentors (from within and outside of LTWP) to provide consistent personal and academic guidance;
  • Psychosocial and counselling support: Identify students requiring psychosocial assistance and facilitate timely access to qualified counsellors and support services;
  • Career development and work readiness: Design a process for and coordinate career growth sessions and provide targeted support to enhance students’ employability and readiness for the job market;
  • Internships and job linkages: Build and maintain partnerships with LTWP’s network and other stakeholders to secure internship placements and employment opportunities for graduates; and,
  • Alumni networking: Establish and nurture a vibrant alumni network through regular events, reunions, and mentorship linkages between alumni and current beneficiaries.

4. Monitoring, Evaluation & Reporting

  • Maintain accurate student data, including attendance, academic performance and termly reports;
  • Conduct school visits and regular check-ins with students and TVET liaison officers;
  • Track programme outcomes, lessons learned and areas for improvement; and,
  • Prepare periodic operational and impact reports for the WoC Director and Board, including one annual report.

5. Governance & Compliance

  • Ensure compliance with WoC policies, donor requirements and safeguarding standards;
  • Support scholarship selection committees with documentation and decision packs; and,
  • Identify and manage operational, financial and reputational risks.

The above duties and responsibilities may vary from time to time and include any other responsibilities that arise during the company’s day-to-day business

QUALIFICATIONS AND EXPERIENCE

Required Qualifications & Experience

  • Bachelor’s degree in education, social sciences, development studies or a related field;
  • Minimum 5 years’ experience leading or managing scholarship, education or community-based programmes;
  • Strong experience in programme implementation, administration and financial oversight; and,
  • Experience working with community structures and government stakeholders.

  • Integrity, discretion and cultural sensitivity;
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint);
  • Strong presentation/public speaking skills required;
  • Strong written and spoken English skills are required;
  • Ability to operate independently in complex, multi-stakeholder environments;
  • Ability to work well in rural environments and collaborate with rural communities; and,
  • Ability to travel regionally on a frequent basis to the wind farm, across Marsabit County and visit institutions attended by our scholarship beneficiaries.

Desirable

  • Experience working in Marsabit County or similar ASAL contexts;
  • Familiarity with safeguarding and child-protection frameworks;
  • Experience supporting Board or committee-based governance structures; and,
  • Additional languages spoken, relevant to working in the region: e.g. Swahili, Samburu, Rendille and/or Turkana.
