About the
Scholarship Fund
Access to education should not be determined by financial circumstances. This scholarship fund was created to support young people in Kenya who have the desire and potential to pursue technical and vocational training but face financial barriers.
Through this initiative, we aim to empower students with practical skills that contribute to personal growth, community development, and a more sustainable future.
Eligibility Criteria
Who can Apply
Applicants must meet all of the following criteria:
1 Admission to an Approved Course
Applicant must have an admission letter to study:
- Diploma in Primary Teacher Education (DPTE) at any Teacher Training College (TTC) in Kenya
- Diploma in Building Technician at Meru National Polytechnic
- Diploma in Welding Technician at Rift Valley National Polytechnic – Nakuru
- Diploma in Automotive Engineering Technician at Nyeri National Polytechnic
- Diploma in Electricals and Electronics Engineering at Nyandarua National polytechnic.
2 Financial Need
Applicant must be from a needy background and unable to pay for a TVET course
3 Vulnerable Backgrounds
Applicants from vulnerable backgrounds are encouraged to apply. They include:
- Orphans;
- Students from single parent households;
- Persons with disabilities (PWDs);
- Teen mothers;
- Students with long-term illnesses;
- Conflict or disaster victim;
- Abandoned/neglected by family; and,
- Victim of domestic abuse.

Frequently Asked Questions
1 Who carries out home visits, if required, to verify application information?
Home visits, where required, are carried out by LTWP CLOs.
2 Why did LTWP prioritise Education and Engineering over Health and other courses?
This decision is based on a job market analysis for Kenya and Marsabit County, undertaken by an independent consultant between July and November 2025. The analysis showed stronger and more stable employment prospects in education and engineering. Current information also indicates that health professionals in Marsabit County experience significant delays in salary payments.
3 Why were local institutions such as Laisamis Polytechnic not prioritised, despite the need to strengthen local TVETs?
An assessment of TVET institutions in Laisamis Constituency, including Loiyangalani, Merille and Laisamis, found that their current standards do not meet the requirements for the targeted courses. Students are therefore directed to higher-performing institutions elsewhere.
4 Why does LTWP allocate an equal number of beneficiaries to all wards?
WoC operates across the entire Laisamis Constituency and aims to benefit all communities. Scholarship opportunities are therefore distributed across all wards in an equitable manner.
5 How will geographically distant ward committees coordinate and make joint decisions?
Ward Committees will follow the agreed coordination arrangements outlined in the Ward Committee ToR. WoC will provide logistical and coordination support where required.
6 How will conflicts of interest be managed, for example where an applicant is related to a Ward Committee member?
Ward Committee members are required to declare any conflicts of interest in the Application Evaluation Scorecards. WoC will review all declared conflicts on a case-by-case basis and apply appropriate mitigation measures. Any conflicts of interest that are not declared may result in the exclusion of the affected applicants.
7 What happens if most applicants choose the same course, such as Education?
This is the first year of the Scholarship Fund, and WoC will review outcomes and lessons learned. For this cycle, WoC intends to support 25 students to study priority courses identified through independent studies conducted in 2024 and 2025.
8 Is the scholarship open to applicants from outside Laisamis Constituency?
Winds of Change (WoC) operates within Laisamis Constituency, with all our interventions, including the Scholarship Fund, targeting the communities in this area.
The Scholarship Fund aims to directly address educational needs and employment gaps within these communities, contribute to their improved family livelihoods and long-term sustainable development of the region where we operate.
